Minutes of Appeals and Equalization Meeting

April 13, 2023

Board Members Present: Chairperson Gerald Schram and Supervisor Neal Sundet

Chairperson Schram called the meeting to order at 10:35 a.m.

Mr. Hegna, along with Lisa Will, explained the process of grading homes in regard to market values and how it works. The market is spiked by the buying and selling of homes. Lately we have had homes that have sold for astronomical prices. One home on Cotton Lake sold for $1.3 million last year. They also explained that sales have been crazy.

Minnesota has a system in place that needs to be followed. The local assessor we contract with does not get to deviate from this system. As a whole, Minnesota has seen market values increase. Property values has gone up tremendously, but the ratio for tax increases has been minor. We were also advised to contact our legislation, as that is where any changes need to be made.

After discussion with Ms. Jacobson, Mr. Hegna and Ms. Will agreed they would change Ms. Jacobson’s property value from $776,000 to $748,700. Chairperson Schram made a motion to accept this change, Supervisor Sundet seconded, motion carried, without a dissenting vote.

Mr. Hegna has spoken with Bradley Houglum prior to the meeting and agreed to change his property value from $273,700 back to $265,000, as there had been no home improvements made. Supervisor Sundet made a motion to accept this change, Chairperson Schram seconded, motion carried, without a dissenting vote.

There being no further business, Chairperson Schram made a motion to adjourn the meeting, Supervisor Sundet seconded, motion carried, without a dissenting vote. Time was 11:32 a.m.
