JULY 7, 2020 ERIE TOWNSHIP

Regular Meeting Minutes

Chairperson Chuck Chadbourne called the meeting to order at 6:30 p.m with all board members present.

The agenda was reviewed by the board and a motion was made by Joann Splonskowski and seconded by Gerry Schram to approve the agenda with the additions as noted on the agenda.  Motion carried.

The Pledge of Allegiance was recited.

Clerk Karen Eifealdt read the minutes of the June 2, 2020 regular meeting.  A motion was made by Gerry and seconded by Joann to approve the minutes as read.  Motion carried.

A motion was made by Joann and seconded by Gerry to scan over the treasurer’s report rather than have it read.  Motion carried.  After doing so, a motion was made by Joann and seconded by Gerry to accept and approve the report as prepared by Mary Schermerhorn, treasurer with the checking account having a balance of $180,505.79; the money market account having a balance of $157,133.46; the CD having a balance of $127,936.96 making total funds as of June 30th, 2020 $465,576.21.  Motion carried.

Road Report:

Some estimates for blacktop issues on 182nd St, 179th St, and Hubble Pond.  A suggestion was made to contact Mike Lechters in Park Rapids who had previously agreed to pay for all or some of the repairs caused by the logging trucks.  Joann will find the copy of the written up agreement/report that was written at the time of the meeting.  A motion was made by Chuck and seconded by Gerry that Joann send a letter by registered mail with the original agreement made.  Motion carried.

About 33 yards of gravel was put on Leona Beach Rd. with the residents offering to pay for half.  Joann suggested Erie Township pay for all the gravel.  After a brief discussion it was suggested that the board get an accurate account of how much gravel was actually brought and then try to collect from the residents

There was a tree down on 335th St but it has been taken care of.

Old Business:

Chuck attended the zoning meeting for the Anderson for rock crushing/bituminous plant.  The permit passed.

Election judge training will be sent to current judges to complete and get back to the Auditor’s office.  Any new judges will need to be trained in person at the courthouse.  Dates and times will be sent.  A motion was made by Chuck and seconded by Joann to put on the website.  Motion carried.

Gerry also spoke to Steve Skoog regarding the recycling bins.  He wants the board to decide what Erie Township wants to do with this, write it up and present it to his committee.  A motion was made by Joann and seconded by Chuck to allow Gerry to continue with this issue.  Motion carried.

The discussion regarding steps going up the hill to the Erie Town Hall will be ongoing and will be considered as a possible project when it looks like the crew will have time.

Mark Palm has been spraying for weeds.  When done, he and Joann will go and take a look.

Roadside mowing has been completed.  There was a short delay when his mower broke down. Depending on how the weeds look, he may be asked to come back with and extension and do some more mowing.

The printer/copy machine will be purchased and in place prior to the Primary.  Karen has been shopping locally and there are very few choices none of which meets the specifications needed.  

A reminder that according to MAT, all three supervisors are decision makers.

There was a request for a culvert for a residence on Sunset.  Erie Township will supply one culver on the eastern approach.

The governor has directed some of the COVID-19 stimulus money to counties and townships.  Based on population, Erie Township will receive $25 per resident which amounts to about $42,000.  The funds must be used for COVID-19 related expenses.  A motion was made by Chuck and seconded by Joann to begin the process of accessing these funds if they become needed. Karen will get it started.

A motion was made by Joann and seconded by Gerry to approve payment of the following bills in the amount of $82,350.17 and to transfer $50,000 from the checking account to the money market account.  Motion carried.

There being no further business, a motion was made by Joann to adjourn the meeting and the meeting was adjourned at 8:30 p.m.
