Regular Board Meeting Minutes

March 7th, 2023

Board Members Present:  Chairman Charles Chadbourne, Supervisor Gerald Schram and Supervisor

                                               Kyle Vareberg

Officers Present:                 Clerk Dawn Utke, Treasurer Becky Renner and ARPA General Manager

                                              Deb Zachariason

Others Present:                  Dale Renner, Dan Gustner, Mark Knutson, Cheryl Behlmer and Matt Arola

Chairman Chuck Chadbourne called the meeting to order at 6:30 p.m.   The agenda was reviewed by the board.  Supervisor Vareberg made the motion to approve, Supervisor Schram second, motion was carried.

The Pledge of Allegiance was recited.

Liquor License were approved for Four Corners and the Mountain, Supervisor Schram made the motion,

Supervisor Vareberg second, motion carried.

After reviewing February 7th 2023 meeting minutes Supervisor Vareberg made the motion to approve

the minutes and Supervisor Schram second, motion carried.

Treasurer, Becky Renner, gave the treasure’s report with the checking account having a February 2023 

ending balance of $98,623.53; the money market having an ending balance of $622.329.29; and the CD 

having an ending balance of $129,807.61 with total funds equaling $850,760.43.

Supervisor Schram motioned to approve Treasure’s report, Supervisor Vareberg second, motion carried.

Payment of Bills:  Supervisor Schram made the motion to approve, Supervisor Vareberg second, motion carried.  

Road Report:  Supervisor Chadbourne stated there has been some complaints on who gets plowed first.

Old Business:  ARPA—ARPA Manager Zachariason will file a report on April 30th.

Copy of Annual meeting emailed to all board members to see 2023 Tax Levy.

Road and Bridge $230,000; General $80,000; and Fire Fund $50,000.  We came in under budget at $300,786.19.  Looks like the fire fund may need to be increased due to the increase in billing.

Internet time line:  Will be installed on March 15th, 2023 and buried underground when the ground thaws.  

Fire Contract—Supervisor Chadbourne reported that there is a 36% increase in the 2024 billing.

New Business:  Clerk Utke appointed Karen Eifeldt as Deputy Clerk when needed.  Supervisor Chadbourne made the motion to approve, Supervisor Vareberg second and motion carried.

Spring Short Course to be held in Mahnomen on April 3rd at 9:00 a.m. at the Shooting Star Casino.

Treasure Renner and Clerk Utke will attend.

Weed Meeting will be in Callaway on Thursday March 9, at 9:00 a.m.

Broadband—Information was given to all board members regarding the Line Extension Connection.

Base One—Supervisor Schram made the motion to table for a later time, Supervisor Vareberg second and motion carried.  

Citizen’s Comments:  There were none

Supervisor Schram made a motion to adjourn the meeting and Supervisor Vareberg second.  Meeting was adjourned at 7:15 p.m.
