Regular Board Meeting Minutes

April 2, 2024

Board Members Present:  Chairman Neal Sundet, Supervisor Kyle Vareberg, & Supervisor Brett Freisen

Officers Present:                  Clerk Karen Eifealdt & Treasurer Becky Renner

Others Present:                    Donna Kennedy, Chris Kennedy, Dan Gustner, John Okeson, Dale Renner, Matt Arola, Robert Eifealdt

The meeting was called to order at 6:30 p.m. by Chairman Neal Sundet.  

The agenda was reviewed and approved with three additions, adding John Okeson to Road Report, Board of Appeals & Equalization to Old Business, and Becker Co Assn of Twps annual meeting to New Business. A motion was made by Supervisor Vareberg, seconded by Supervisor Freisen and motion carried.

The Pledge of Allegiance was recited.

A motion was made by Supervisor Vareberg  and seconded by Supervisor Freisen to approve the March 4,  2024 regular Board meeting minutes.  Motion carried.

A motion was made by Supervisor Vareberg and seconded by Supervisor Freisen to approve the March 4, 2024 annual Audit minutes.  Motion carried.

A motion was made by Supervisor Vareberg and seconded by Supervisor Freisen to approve the March 19, 2024 Reorganizational meeting minutes.  Motion carried.

Treasurer Renner gave the Treasurer’s report ending March 31, 2024 with ending balances of $429,757.45 in the checking account; $453,681.09 in the money market account and $133,077.96 in the CD, making total funds as of March 31st, 2024 $1,016,516.50.  A motion was made by Supervisor Vareberg and seconded by Supervisor Freisen to approve the treasurer’s report as given.  Motion carried.

Payment of bills:  Supervisor Vareberg made a motion to pay the bills as presented.  The motion was seconded by Supervisor Freisen.  Motion carried.

Road Report:  John Okeson had taken a look at the bituminous roads last year and has some recommendations for some longer term projects.  The board indicated they would like to have him take another look this year and present the board with some written recommendations.

Old Business:

An ARPA report needs to be filed by April 30, 2024.  This will be completed and will have a report by May 7th meeting.

A drawing was brought to Lumbros to get a ballpark estimate for materials for the construction of a new town hall building.  Contacts with Height of Land and someone at the County will be made to gather more information.

Clerk Eifealdt asked the board to select a new date for the November regular meeting which had been set for the General Election day.  Supervisor Vareberg moved to move the date to the following Tuesday, November 12, 2024.  The motion was seconded by Supervisor Freisen and motion carried.

Regarding the Board of Appeals & Equalization, since there is no certified member currently on the board, therefore the County will handle all appeals for the current year and for 2025.  Board members will get certified when the online training begins in the fall.

New Business:

After some discussion regarding a minimum wage for snowplowing, a motion was made by Supervisor Freisen and seconded by Supervisor Vareberg that $3000 be paid to the snowplow operator on November 1st for the ‘24/’25 November-March winter season which will used up as plowing happens during those months.  Motion carried.

Quote forms will be printed with new dates, deadlines, and clerk information.  They will be available from the clerk, on the website and on the bulletin board at the hall.  The ad will be published in the newspaper, on the bulletin board and on the website.  Deadline is May 1st.

Three resolutions were submitted and discussed.  A motion was made by Supervisor Vareberg and seconded by Supervisor Sundet to accept and approve the  first -  “Resolution Establishing a Policy for the Compensation and Reimbursement of Town Officers”.  Motion carried.  A motion was made by Supervisor Vareberg and seconded by Supervisor Freisen to accept and approve the second - “Resolution Authorizing Contract with Interested Officers” for the spreading of Class 5 gravel and which was re-worded per MAT suggestion.  Motion carried.  A motion was made by Supervisor Vareberg and seconded by Supervisor Freisen to approve and accept the third – Resolution Authorizing Contract with Interested Officers in regards to officers bing election judges   Motion carried. 

An Affidavit of Official Interest in Claim was submitted and signed by Becker Renner as the official of interest.

The road tour was briefly discussed and was set for Tuesday, April 9th at 1:00.  It will be a continuation of this meeting and Supervisor Vareberg will take the minutes.

Gopher bounties were discussed.  A motion was  made by Supervisor Sundet and seconded by Supervisor Vareberg to set the bounty at $2.50.  Motion carried. 

The minimum liability insurance required for contractors was discussed and agreed upon at 1.2 million.

Treasurer Renner brought up that the CD comes due on April 18th.  For the time being she will just watch it.

The meeting was not adjourned and will continue on the road tour.
