Erie Township

Regular Board Meeting Minutes

July 12, 2022



Board Members Present:   Chairman Charles Chadbourne; Supervisor Gerald Schram and Supervisor

                                                Kyle Vareberg.

Officers Present:                  Clerk Dawn Utke; Treasurer Becky Renner and ARPA General Manager

                                                Deb Zachariason.

Others Present:                    Jack Olson, Mitch Wimmer, Carl Nielson, Ron Johnson, Dave Carlson, David  

                                                Bowe, David Moen, Doug Gramm, Dan Gustner, Jim Jacobson, Matt Arola,

                                                Grant Graham, Keith Grenier and others.


Chairman Chuck Chadbourne called the meeting to order at 6:30 p.m.  The agenda was reviewed by the board.  A motion was made by Supervisor Schram and second by Supervisor Chadbourne to approve the agenda with two additions:  Mr. Olson on Gravelle Lane and standard plate for approaches.  Motion was carried. 

The Pledge of Allegiance was recited.

After reviewing minutes from June 7, 2022 meeting Supervisor Chadbourne wanted to make an addition to citizen’s comment by Joe Stenger, roads involved were 170th and 305th.  Supervisor Chadbourne also wanted to state on the special meeting minutes item #2 should read screened gravel vs. class 5.  Supervisor Schram made a motion to accept minutes with changes and Supervisor Chadbourne second, motion was carried.

Mr. Olson proposed a solution to eliminate the water washout on Gravelle Lane.  Mr. Olson would put in water bars along with his neighbor.  Supervisor Chadbourne stated for Mr. Olson to contact his neighbor and when he was back after July 25th, 2022 someone would contact him to discuss proposal.

Treasurer, Becky Renner, gave the treasure’s report with the checking account having an ending June balance of $221,003.74 the money market having an ending balance of $415,807.84 and the cd having an ending balance of $129,264.70 making a total ending balance of all accounts at $766,076.28.  Supervisor Schram motioned to approve the treasure’s report and Supervisor Vareberg second.  Motion carried.

A motion was made by Supervisor Schram to approve payments of payroll in the mount of $1,163.61 and claims in the amount of $22,129.96 making total claims of $23,303.57.  Supervisor Vareberg second, motion was carried.

Road Report:

A lot of trees are down.  Supervisor Chadbourne brought in a standard plate to use for approaches now that the township does not provide culverts.  Supervisor Chadbourne made a motion to accept the standard plate and Supervisor Schram second, motion was carried.

Old Business:

Dust Control, Supervisor Vareberg made a motion to pay 50/50 due to savings.  Grant Graham stated due to prices of gravel and blading he stated we should do more of the chloride than less.  The Board denied. 

New Business:

  1. Manual Labor—Supervisor Vareberg made a motion to use all bids and to make a calendar and rotate between all parties.  Supervisor Schram second, motion was carried.

  2. Culvert/Approaches—Supervisor Chadbourne made the motion to use the standard plate, Supervisor Schram second, motion carried.

  3. Notice of Public Hearing—Board had no issues.

  4. ARPA letter—Supervisor Schram will check the courthouse for openings to have a special meeting with township members August 23 or 24 at 6:30 p.m.   Supervisor Schram motioned to hold special meeting and mail letter to township members and Supervisor Vareberg second, motion was carried.

  5. Supervisor Schram motioned to approve election judges and Supervisor Vareberg second, motion carried.

  6. Officers—Clerk would like to go to training when made available.

  7. Changes to Matit were given to board members.

Citizen’s Comments:

Mitch Wimmer would like to know how the board picks and chooses what roads get dust control and why.  He will bring more figures back to the next meting as Supervisor Schram requested.

Meeting adjourned at 8:47 p.m.  Motion was made by Supervisor Schram and second by Supervisor Vareberg, motion was carried.

Special Meeting Minutes

June 22, 2022



Meeting was called to order at 4:45p.m.


Attendees:  Supervisor Chadbourne, Supervisor Schram, Supervisor Vareberg, Treasure Becky Renner, Clerk Dawn Utke, Dan Gustner, Dale Renner and Matt Arola.

Pledge of Allegiance was cited.

  1. Gravel stockpile:  Motion was made by Supervisor Vareberg to NOT make a stock pile this year, Supervisor Schram second, motion carried.

  2. Screened gravel delivered to a designated spot.  Supervisor Schram made a motion to accept 

D&B Septic for a period of one year, Supervisor Vareberg second, motion was carried.

  1. Quotes for manual labor will be posted again and brought to next meeting.

  2. Quotes for backhoe type equipment will be posted again as well and brought back to the next meeting.  

  3. Specifications for entrances-adjoining township roads.  Supervisor Chadbourne will get a hold of county worker, Jonah, and the township will follow county’s ordinances.

Supervisor Schram made a motion to adjourn the meeting and Supervisor Vareberg second.
